Cassie Hibbert (Moderator) – Wenaha Group

Geoffrey Kavulya, Senior Project Manager – City of Hillsboro

Geoffrey is a senior public-sector leader with 13+ years of progressive local government experience, including eight years in leadership roles. As Senior Manager for the City of Hillsboro, he leads a multimillion-dollar portfolio of capital and development projects that advance public infrastructure and economic prosperity. With a background spanning architecture, engineering, and public administration and policy, Geoffrey brings expertise in municipal operations, budget administration, stakeholder engagement, economic development, and change management. He is particularly focused on helping rapidly growing cities address climate change, equitable access to resources, and sustainable development through industry best practices.
