Owner’s Round Table
This April, please join us for a facilitated panel discussion on the pros and cons of the design build process from an Owner’s perspective! This year we have a spectacular lineup of owners from the State of Oregon. Together the panel will discuss their experiences, both good and bad, with the design build process. They will also be discussing their upcoming capital projects and explaining why they are likely to choose a particular procurement method for each.

PAUL J. ODENTHAL, PE, CEM
Senior Associate Vice President for Finance & Administration, OSU
Paul Odenthal is the senior associate vice president for administration and oversees public safety, insurance and risk management services, environmental health and safety, capital planning and development, real property, facilities services and transportation services. He is also designated to act on behalf of the vice president for finance and administration. Paul has over 30 years of experience leading large organizations in facilities operations and support services integration on both Navy installations and in the education environment. Prior to joining OSU, Paul served as executive administrator for facilities over the Beaverton Oregon School District’s 54 campuses. His career as a Navy Civil Engineer Corps Officer included serving as a naval base commander, integrating all aspects of community and safety services for over 30,000 people; Commodore of a Naval Construction Group, executing peacetime and combat construction, disaster recovery and humanitarian assistance operations worldwide; and Deputy Commander of Naval Facilities Engineering Command MidAtlantic, managing the infrastructure of the Navy’s largest region. He holds a both a bachelors and Master’s of Science in civil engineering from Oregon State University, a Master’s of Art in Military Operations from Air University, and he completed the Advanced Executive Program at the Kellogg School of Management, Northwestern University. Paul is a registered Professional Civil Engineer in California and a Certified Energy Manager.

Facilities Architect & Principal Project Manager, City of Bend
Jo Wells is the City of Bend Facilities Architect and Project Manager and is currently working on the Juniper Ridge Public Works Campus and site search for a future City Hall. Previously, she was the Lead Project Manager for the City of Portland on the Portland Building and has been in architecture and construction for over 20 years. She is an advocate for Collaborative Project Delivery and this is her second Progressive-Design-Build project. She has spoken at previous DBIA National Conferences in 2018 and 2021, for AIA National in 2021, and for the local AIA and DBIA chapters. She previously served on the Oregon Board of Architect Examiners for two terms and was a founder of the Forum for Women in Architecture and Related Design early in her career.
EVAN SCHAYE
Associate Design & Construction Manager, Providence Health Services
Evan was born in Portland, attended Oregon State University and graduated with a degree in Construction Engineering Management. After a decade working with GC’s in Washington, California and Oregon, Evan moved to the owner’s side with Providence in 2020 as a Design and Construction Manager in the Real Estate and Strategic Operations division. DCM’s within Providence work closely with Providence stakeholders and external tenants to bring capital projects up from design and budgeting, through construction and turnover. Our Providence Oregon group includes a dozen core people that manage all construction projects within the state of Oregon and Vancouver.
