Sean C. Gay
Sean C. Gay is a partner in Stoel Rives LLP’s Construction & Design group. He is a former construction professional who applies his extensive industry experience to help clients achieve their goals. Before joining Stoel Rives, he managed construction projects in Washington and Hawaii. As a construction project manager, he was intimately involved in the technical and financial aspects of his projects.
Clients rely on Mr. Gay’s ability to leverage his real-world experience to their legal issues. He advises clients on a broad range of matters, including project management issues, contract negotiations, public contracting issues, bid protests, and disputes. He has extensive experience litigating and arbitrating a wide variety of complex construction matters. His knowledge about how construction projects get managed and built–and occasionally result in disputes–has proved an invaluable resource in his legal career.
Mr. Gay holds a B.S. in Civil Engineering from Oregon State University. He earned his J.D. from Willamette University College of Law, where he was the Executive Editor of the Willamette Law Review.

Jesse C. Ormond
Jesse C. Ormond is an experienced construction professional focused on resolving complex real-time construction problems.
Project teams routinely work with Jesse on “live” construction matters. He counsels international, national and regional construction companies on sophisticated contract administration and project execution challenges that arise when building commercial, industrial and special-purpose structures. Jesse understands how industry relationships operate under multiple project delivery methods, including design-bid-build, design-build, CM/GC and other contract bases. Accordingly, construction professionals work with Jesse to define strategies that balance immediate project interests with long-term business goals.
When required, Jesse also partners with construction companies to advance or defend claims in litigation and arbitration. Over the last several years, Jesse has been privileged to serve on multiple large arbitration teams representing construction professionals in high-stakes disputes over complex projects located throughout the Pacific Northwest and Intermountain West.
Jesse started his career as a construction laborer — and has now been involved with construction projects for nearly 20 years. As result, he works with absolute passion to help people who build projects and, by extension, communities.
Jesse is a member of several construction industry and construction law organizations in Washington, Oregon and Idaho. He routinely presents at construction claim and risk management seminars. He also contributes to publications on public-works procurement, construction damages, lien interests, and suretyship.
Mark W. Jacobsen, Attorney at Law
Mark works exclusively with architects and engineers in the areas of professional liability risk management, licensure and regulatory compliance, malpractice defense, and general business support. Mark’s practice is shaped by a perspective gained from nearly two decades of service to design professionals, both as outside legal counsel and as in-house Risk Manager for a large, nationally recognized architecture firm. Mark’s objective is to help design professionals establish and maintain effective risk management and business practices to support their design practices.
