Speaker Biographies

Nancy Bush

Director, Department of Emergency Management

Clackamas County

Nancy is currently the Clackamas County Operating Officer and the Project Manager for the replacement courthouse currently under construction. Previously, Nancy was the Director of the Disaster Management Department in Clackamas County, Oregon, and worked in that position from June 2012 to June 2021 and before becoming the Director was the Deputy Director beginning April 2008. Nancy was the lead for the county’s response to three historic events while the Director of Disaster Management: COVID, starting with the County’s (and the state’s) first COVID case on February 28, 2020, September 2020 Wildland Fires and February 2022 Ice Storm.

Karl Schulz

Cumming Group

Karl has built a reputation for cultivating lasting relationships with clients who rely on his expertise, creativity, and commitment to deliver projects on time and under budget. Karl has successfully managed over $2 billion in projects, including over $1 billion in Portland, and some of the Portland metro area’s largest and most complex building projects. As a trained architect, Karl works closely with owners, boards, A&E firms, community groups, and general contractors to offer leadership, and anticipate and eliminate problems on projects that could affect schedule or budget. He is known for delivering projects on time and within or under budget, and for managing projects ethically and proactively. Karl has 30 years of project delivery experience, including the development of an exclusive Whole Building Commissioning Program. Karl recently completed the Progressive Design-Build of the 1,600,000 sf Parking and Consolidated Car Rental (PACR) and Rental Car Center (RCC) at the Portland international Airport.

Glen Gipe, Assoc. DBIA

Washington Department of Enterprise Services

Glen is a Construction Project Manager with 20+ years of experience as an Owner’s Representative in Oregon and Washington Public Works. Glen is currently employed by the WA state Department of Enterprise Services as a Construction Project Coordinator, managing agreements and contracts for progressive design build at the Washington Center for Deaf and Hard of Hearing Youth Vancouver Washington Campus.

Paul Fiedler, Assoc. DBIA

Washington Department of Enterprise Services

Paul retired from the Bonneville Power Administration with a final position as Transmission System Asset Manager. He is an Electrical Engineer registered in Washington and Oregon. Paul is currently employed by the WA state Department of Enterprise Services as a Construction Project Coordinator, managing agreements and contracts for progressive design build of Clark College Advanced Manufacturing Center in Ridgefield.
